We are the world’s leading Developer of FLOW-dedicated Safe Anchorage (aka ‘wet storage’). In this new class of critical offshore infrastructure, we have undertaken over 5 years of research and development to pioneer the development and delivery of Safe Anchorage for floating wind industrial-scale deployment.

Our multi-disciplined international team of renowned experts has initiated and developed the unique processes and development approach to address the wide range of technical and developmental challenges of floating wind industrial-scale delivery to meet the stringent regulations and requirements that ensure safe and compliant offshore operations.

Will Rowley

Chief Executive Officer

Will Rowley founded the Offshore Solutions Group in 2020. He is an offshore energy market strategist of 30 years standing. He is a recognised authority on service and supply chain strategy, development and delivery for major offshore projects and activities including positioning, risk mitigation, local relationships, supply chains and delivery optionality.

Career highlights include:

  • Market and export advisor to UK Government
  • Governmental advisor in key offshore markets including Norway, Scotland, and USA
  • Supporting 53 of top 100 global offshore service companies
  • Advisor to 38 international financial institutions and Initiated, developed and/or supported >60 M&A transactions relating to offshore companies
  • Authored five major studies on offshore markets and presented >100 industry papers
  • Former CEO (Decom North Sea), Group Analyst (Acteon Group) and Analytical Services Director (Infield, now Wood Mackenzie)
  • Non-Executive Director on multiple boards
  • Will holds an MBA (dip) and Law (Cert)

Steven Barras

FLOW Technical Authority

Steven joined the Offshore Solutions Group in 2021 and is the senior technical authority for floating offshore wind (FLOW) solutions globally. He has 30 years of offshore experience in the design, construction and delivery of floating assets including offshore wind. He is a recognised authority on FLOW foundation designs and operational delivery of commercial scale FLOW projects.

Career highlights include:

  • Oversaw the delivery of over half of the world’s current commercial-scale FLOW projects
  • Supported >10GW of FLOW early-phase developments globally
  • Inputted and/or oversaw the delivery of multi-$bn offshore developments and the implementation of industrialisation processes
  • Former CTO of Principle Power
  • Leadership positions at Technip FMC (>18yr career), Bureau Veritas and McDermott
  • Steven hold a MSc and three patents in offshore floating technology

Shane Woodroffe

Chief Commercial Officer

Shane joined OSG in 2024 and is an experienced financier and investment professional with a particular focus on wind projects. Shane has held various private equity, debt financing, debt restructuring, privatisation and financial advisory roles in the energy sector.

Career highlights include:

  • Formerly CFO at Rezolv Energy, a European clean energy platform backed by the $6 billion Actis Energy V fund
  • Founder partner at the EnerCap Power Funds which included the EBRD and the European Investment Bank as cornerstone investors
  • Raised the project finance for the 80MW Chirnogeni Windfarm, Romania’s first non-recourse debt project which won European Onshore Wind Financing of 2012
  • Geotechnical engineer for strengthening works for first generation oil & gas platforms in Bass Strait, Australia
  • Shane is a civil engineer with an MBA and a LLM in international financial law

Martin Goodlad

Chief Engineer

Martin joined Offshore Solutions Group in 2022 and is our Chief Engineer and technical lead in the development of FLOW safe anchorage / wet storage solutions. He has 29 years’ experience in the design, construction, installation, and delivery of ships and floating assets. He is a recognised technical authority on towed installation of offshore assets in harsh environments, having authored design and installation guidelines and technical papers including dynamic analysis.

Career highlights include:

  • Led the delivery of the Industry Leading FLOW temporary storage JIPs for Celtic Sea and UK-North
  • Led worldwide review of potential pipeline fabrication site locations, including business case, planning, environmental and consenting requirements
  • Principal Naval Architect leading multiple offshore vessel conceptual development, design, build and commissioning
  • Previously Strategic Technology Manager at Subsea 7 (>17 year career)
  • Martin is a Chartered Engineer with the Royal Institute of Naval Architects
